To aid in this, Congress passed the Second Confiscation Act on July 17, 1862. The act defined treason and its penalties and authorized the president “to extend to any persons who may have participated in the existing rebellion in any state or part thereof, pardon and amnesty” if they professed loyalty to the Union. S. Constitution, issued his Proclamation of Amnesty and Reconstruction on December 8, 1863. This offered full pardon to anyone taking an oath to support the Constitution and abide by all acts and proclamations concerning slavery.
Andrew was pledged to Selby until he was twenty-one and in return learned a valuable craft. It appears that he also learned the rudiments of reading and writing because the masters had an obligation to help educate the apprentices. Local men would come to the shop and read to them as they worked. At least one man presented a book to young Andrew because he was so fond of it. For reasons that are still unclear, Andrew and his brother broke their contracts and fled Raleigh.
