Il governo austriaco in sostanza si muove nella prospettiva di uno scontro inevitabile: per cui fa esso stesso un’inchiesta ed è un’inchiesta sommaria; pone condizioni irricevibili per ottenere un rifiuto e procede nella convinzione, non del tutto infondata, che l’automatismo delle clausole della Triplice Alleanza avrebbe comportato lo schieramento della Germania al fianco dell’Austria – eventualmente anche l’Italia, che era legata al medesimo patto.
